The Price of Citizenship: Redefining the American Welfare State, by Michael B. Katz

For Michael B. Katz, the term "welfare state" describes the intricate web of government programs, employer-provided benefits, and semiprivate organizations intended to promote economic security and to guarantee the basic necessities of life for all citizens: food, shelter, medical care, protection in childhood, and support in old age. In this updated edition of his seminal work The Price of Citizenship, Katz traces the evolution of the welfare state from colonial relief programs through the war on poverty and into our own age, marked by the "end of welfare as we know it."

Katz argues that in the last decades, three great forces—a ferocious war on dependence, which has singled out the most vulnerable; the devolution of authority within both government and the private sector; and the application of market models to social policy—have permeated all aspects of the social contract. The Price of Citizenship shows how these changes have propelled America toward a future of increased inequality and decreased security as individuals compete for success in an open market with ever fewer protections against misfortune, power, and greed. A new chapter, written for this edition, explains how these trends continue in the post-9/11 era and how the response to Hurricane Katrina exposed the weaknesses of America's social safety net.

Offering grounds for modest optimism, the new chapter also points to countervailing trends that may modify and even partially reverse the effects of recent welfare history.

From Publishers Weekly
Arguably the leading historian of American social welfare, Katz (In the Shadow of the Poorhouse; The Undeserving Poor; etc.) has written a defining history of post-Nixon transformations of America's welfare state, including its nonprofit and private sectors (private pensions, health insurance, etc.). Three forces drive the welfare revolutions, he says a savage, selective war on dependence, a push for devolution of power from the federal level to the states and an often na‹ve, ill-conceived use of market models shaping a "master narrative of policy reform" involving "the discovery of a crisis of numbers and costs (rising rolls); the assignment of blame to morally suspect persons (the undeserving); the reduction of program size through controlling eligibility more than reducing benefits (reform); the measurement of achievement by fewer beneficiaries (success); and the failure to track the fate of those denied help (willful ignorance)." Katz's clear articulation of underlying forces and patterns never overwhelms the rich, compelling detail of specific histories involving workers' compensation, disability insurance, unemployment, medical care, food security, urban policy, urban housing, homelessness, Social Security and welfare. Highlights of earlier history serve to dispel common myths (there was no golden age of faith-based private charity), explain the genesis of modern policies (always products of conflict and compromise) and provide perspective for current proposals (which often echo past mistakes). Katz quotes and refers to a wide range of experts as well as political actors, producing a vivid sense of immediacy matched with keen reflection. Without preaching, Katz meticulously reveals the folly of emulating disintegrative forces rather than balancing them. This is a masterpiece of contemporary history. (Apr.)Forecast: This will be important reading for people in the social welfare fields as well as interested citizens, and a six-city author tour will help bring the book to public attention.

From Library Journal
In this exhaustive historical and political study of welfare in 20th-century America, political scientist Katz (Improving Poor People) focuses on the destructive influence of the market economy on social welfare programs. He argues that "the market's radical individualism, its processes of marginalization and exclusion, and its subversion of the public sphere" has a "corrosive impact" on our society because it "threatens our national cohesion" the very basis of citizenship. He deplores the transfer of political authority from the federal government to the states and worries about our country's future in an era when such benefits of citizenship as healthcare, unemployment compensation, and aid for the elderly will be denied those most needing public assistance. Well documented and passionately argued, this lucid and persuasive defense of public welfare insists that undoing the welfare state will change the reality of American citizenship, making it not a right but a privilege open only to those with money. The effect will irreparably tear apart the country's social fabric and increase the divide between poor and wealthy Americans. For academic and most medium and large public libraries. From Booklist
Katz is a premier social historian of U.S. public policy, with a focus on welfare and education policy. After sketching "The Invention of Welfare" in the American context, Katz describes the combination of programs--social insurance, employee benefits, and the much-maligned "welfare"--that constituted "The American Welfare State" as of 1980. He then examines how that structure has changed, discussing the changing American city; the Family Support Act of 1986; "Governors as Welfare Reformers"; deficits as a guarantor of austerity; privatization of government functions; and the "end of paternalism" in employer-sponsored benefit plans. (He also explores changes in workers' compensation, disability and unemployment insurance, Social Security, health care, and the few remaining "poverty programs.") For Katz, these changes, capped by elimination of "welfare as we know it" in 1996, "signaled the victory of three great forces--the war on dependence, the devolution of public authority, and the application of market models to public policy." Together, these forces are narrowing and devaluing citizenship and pushing unemployed and underemployed Americans to the margins of our democracy. Mary Carroll

The best book yet on the fate of welfare
By pnotley@hotmail.com
Michael Katz's monograph on the end of AFDC and the rise of market systems as the preferred solution to everything is not the wittiest and most readable book one could have on the subject. Nor is it the most passionate. But it is thoroughly documented and it manifestly shows how the attack on the welfare state in the nineties has increased inequality and decreased security for most Americans. Katz starts off with a fine description of poverty and inequality in the modern American city. He emphasizes, as others have, the very generous government and public support for suburbia at the expense of the inner city, especially in transport and housing. Suburbia's most privileged and coddled residents then turned around to denounce any welfare and assistance to people not like themselves as the most horrendous abuse imaginable of taxpayer funds. More, I think, could have been said about the rise of the conservative ascendency, particularly the weakness of the Democratic Party and trade unions to serve or to mobilize any liberal alternative.
Katz then goes on to provide useful and informative chapters on governors as welfare reformers, mayors as welfare reformers, the limits of private charity, the decline of employer benefits, increased risks for the injured and disabled and unemployed, "reform" of social security, new market models for health care, the fate of food stamps and legal services and the end of welfare. Each chapter is useful and will be very illuminating for those who only read The New Republic. Consider the case of John Engler's welfare reform, which boasted of its removal of people from the welfare rolls and their placement in paying employment. But how much of this was the result of the reforms and how much was it that of a booming economy? A study found that when compared to a control group, Engler's programs had increased adult employment by only 2.4%. And in Detroit 60% of children under five still lived in poverty in 1996. The even more hyped case of Tommy Thompson of Wisconsin (now the Secretary in charge of getting hysterical over anthrax) is even more convincingly deflated. Thompson's Learnfare, a program of denying benefits to families whose children do not attend school, certainly seemed tough and punitive, but even state agencies agreed it hadn't actually increased school attendance. It may appear encouraging that from 1987-1995 Wisconsin's AFDC payroll dropped by a nearly a quarter. But 75% of that decline occured in his first term, before his plans had time to take effect. The centrist Democratic mayor of Philadelphia has been much praised, but the city was still losing people and perhaps 27% of the population was below the poverty line. Privitization in Indianopolis actualy increased long-term debt, while taxes rose and homicides beat new records in 1994 and 1997.
Empowerment zones are also deflated: "In June 1999 the Philadelphia empowerment zone reported that it had helped businesses create four hundred jobs, but it could not say whether the jobs already existed or were projected for the future." Private charities have never, Katz points out, cared for most of America's needy. Many private charities depend on government funds for their work, and much of charity goes to religious denominations, as opposed to poor per se. The distinction can be seen in 1994 when the governor of Mississippi asked the states' 5,500 churches to adapt a needy family, only 15 followed through. We then move to the steady evisceration of company benefits, along with attempts to gut workmen's compensation and unemployment insurance.
Katz is good at pointing out the flaws in conservative attacks on welfare. He discusses the 1995 campaign against disability benefits, which relied on anecdotal evidence, despite four major studies that found no evidence of widespread fraud or abuse. A hotline to report fraud found only 83 serious cases out of a million eligible children. Katz also discusses the conservative panic over social security, such as how their vaunted "Chilean" model has high administrative costs and in 1995 was actually losing money. The Enron debacle only vindicates Katz's criticisms. Katz also details the failure of for-profit hospitals, with their own habits of "waste, fraud and abuse," and the debacle that is managed care. He notes how legal services in the United States receives only a fraction of the money alloted to it in Ontario and Britain. He deflates conservative propaganda that AFDC causes illegitimacy (if so, why is single parenting rising when the value of AFDC benefits had been dropping for decades?) He notes that welfare reform has proven more successful at reducing rolls than reducing poverty, and there has a been a noted reluctance for people to research how those thrown off rolls are doing. (Reports that 50% of ex-recepients have found jobs are not all that different from statistics in the eighties) By the end of the book Katz has clearly shown that we now live in a world where the price of citizenship is paid by those who can least afford it, as they are governed by men (and occasionally women) who believe that sacrifices are something that only other people do.

FINALLY, an objective book about welfare in the US.
By F_Luciano
Katz is a historian on welfare in the United States. This book is a history book about welfare. It is a very balanced and objective book, because the author tends to NOT write any of his own opinions, and instead, just uses the opinions of others. This is a good thing for 2 reasons: (1). You aren't as likely to be getting the author's bias meshed in with the writings (2). You get a BETTER historical view of welfare, and the different sides.
Now, I'm not sure if Katz is a liberal. He doesn't really ever go into what he thinks, or what his views are on the different issues of welfare. What I am sure is that he presents BOTH SIDES of the debate on welfare. Not only do you get to read the opinions of the liberals who are for welfare, but you get to read all the opinions of conservatives against it. This is how historical books are supposed to be presented, and this is how Katz' Price of Citizenship is presented. The reviewer below who talks about Katz making all these liberal assumptions obviously didn't read the book. Katz opinions in the matter are absent in the book. The ONLY case you could make about Katz creating a libral-bias side FOR welfare is by saying he gives more credence to liberal views than conservative views by presenting more, or better written liberal views than conservative views. Well, I didn't notice any such thing at all.
Now, I'm not going to pretend like this book doesn't seem to hint at giving any sort of credence to a political ideology. Its conclusions do seem to give more credence to the liberal side of the welfare debate than the conservative one. But is that because the author is creating biased arguments in favor of liberal positions? Nope. Read the book. You'll be amazed how objective this book is considering it deals with such an emotional, hot political topic. You know, sometimes, one side of the political spectrum may have more truth in its favor than the other side. When presenting these truths, this hardly counts as bias, or rhetoric. Its been my experience that neither political side (liberal or conservative) has a monopoly on the truth. Sometimes, when you take an objective look at a certain issue, and examine ALL the facts, one side is going to come out ahead. Thats just life. THere's no liberal or conservative conspiracy going on.
For those of you who've read Charle's Murray's Losing Ground (which I have), it is HARDLY a liberal equivalent. There is a surprisingly absense of political rhetoric, or emotional arguments in this book. It is truly a perfect example of how one CAN ACTUALLY learn some real truths about a political topic that has biased rhetoric from both sides of the political spectrum.
If you really want to learn something about welfare, and the recent history of welfare (i.e. welfare in the 90's) and all the recent debates about it, then read this book. Read it ESPECIALLY if you are like me, and are tired of reading countless partisan books from both sides time and time again when researching political topics.

Methought I heard a voice cry 'Sleep no more!
By Panopticonman
With "The Price of Citizenship," Katz performs a much needed demystification of the ways in which the social welfare state and the poor have been attacked and continue to be attacked by social and fiscal conservatives under the guise of consumer choice and the chimerical promise of the marketplace as the best of all possible ways to administer "welfare." A work of breathtaking scope, Katz examines each of the programs of the welfare state -- Social Security, Medicare, Medicaid, Unemployment Insurance, AFDC ("welfare"), Public Eduation, etc. -- gives a brief history of the inception of each, and then gives a recent history of how each program has come under attack by the forces of business and and their shortsighted friends in government.
Here's how they do it, according to Katz: Using the same master narratives of sorting citizens into deserving and undeserving categories to begin the assault, then tightening the screws on the "undeserving," the conservative business forces follow up with the panacea of the marketplace as the be-all and end-all solution: get those lazy minority mothers off the dole and into jobs; close down the loopholes in unemployment so that no one will qualify; drive people slowly toward the assumption of more and more risk by scaring them with junk statistics on the imminent demise of Social Security and then offering them the "solution" of mutual funds -- etc., etc., etc. The strategy is always the same: the market will knit up the ravell'd sleeve of care, when in fact it really serves to unravel the social safety net for those who need it most, and, weaves new money-making nets for others in the name of "efficiency" and "choice." These special stronger nets are the new welfare schemes for corporations and the upper and upper middle class.
One of the finest chapters deals with underhanded manipulation by conservatives of the public with regard to viability of Social Security. Katz convincingly shows that Social Security is not in any danger of going bankrupt -- period. He shows how the forces arrayed against Social Security, through misinformation, through the politics of playing younger workers against older workers, has managed to convince most Americans that they will either not recieve their benefits or recieved reduced benefits. Indeed, until I read this chapter, I was one sheep among the many. He then goes on to show how the various "choice" schemes proposed to "fix" Social Security through investment in the stockmarket -- either individually or collectively -- would serve to make financial companies billions and billions of dollars. In every chapter, Katz follows the money, and, sadly it usually leads to the ultra-right think tanks whose clients most stand to profit from the privatization of government social welfare programs.
It may sound by this review that "The Price of Citizenship" is a muckraking screed. Or that it was written by a conspiracy nut. It is neither. Instead it is a deeply researched work that convinces through facts as well as through narrative that the forces of the marketplace through the instrument of the ideology of the market as espoused by the right wing have been successful in undermining the foundations of U.S. social welfare programs (which frankly weren't much to begin with). Katz never uses invective -- the strongest word he uses is "underhanded" in his description of the scuttling of Clinton's health plan by business and medical interests -- instead he marshalls facts, questions assumptions, and draw important parallels and connections between the assaults on all of these programs. After reading this book, you'll be more than prepared to do some debunking of the conventional wisdom about Social Security, "Workfare" programs, HMOs, etc. May I dare say Katz has done us all, and even his country, a noble service by putting the lie to the master lie of the marketplace as the best solution for what ails us. Voucher this, baby!

Knowledge and Mind: A Philosophical Introduction, by Andrew Brook, Robert J. Stainton

This is the only contemporary text to cover both epistemology and philosophy of mind at an introductory level. It also serves as a general introduction to philosophy: it discusses the nature and methods of philosophy as well as basic logical tools of the trade.

The book is divided into three parts. The first focuses on knowledge, in particular, skepticism and knowledge of the external world, and knowledge of language. The second focuses on mind, including the metaphysics of mind and freedom of will. The third brings together knowledge and mind, discussing knowledge of mind (other minds and our own) and naturalism and how epistemology and philosophy of mind come together in contemporary cognitive science. Throughout, the authors take into account the needs of the beginning philosophy student. They have made very effort to ensure accessibility while preserving accuracy.

Before Adopting This Book For Your Business...
By William A. Reed
Before adopting this for your business it is worth considering whether it will achieve your goals and if it will have unintended consequences.

One of the first things you may notice in this book is that the authors have trademarked the commercial use of the two phrases "above the line®" and "below the line®". The horizontal "line" separates two types of behavior and attitudes, which represents the OZ principle. This might be some indication of their intentions.

Above the line thinking is about being accountable and below the line thinking is about "the blame game". In other words, the authors posit that we live in a culture of entitlement and pseudo-victimization where we are motivated to avoid accountability and blame others for failure. Consequently, this book (and its associated training courses) is often selected by management to obtain more "accountability" (and less excuses) from their employees.

Such a simplistic formula with a few twists and many anecdotal stories provide the necessary fuel for a highly successful book as well as a robust training and consulting practice. But, the expected results for your organization may not live up to the hype. This should be somewhat obvious on critical reflection, if you believe that people are not nearly as one-dimensional as this approach suggests.

I am all for accountability but have some concerns with this approach. First, its all-encompassing, individually-focused assessment of attitudinal performance is grossly over-simplistic, but interestingly appealing to organizations that are seeking simple solutions to their performance problems. It also appears to satisfy a number of individuals and managers who find solace in uncomplicated prescriptions to guide their staff behaviors. But, if you adopt this approach, be sure your managers don't use it to silence your employees and essentially reduce all problems to a single cause by attributing the accountability to one person.

According to the authors, when individuals are "confused", adopt a "wait and see" position, or try to "cover their tail", they are acting below the line, which comes across as a pejorative if not an accusatory label. This attribution is based on the notion that members do have the power to perform above the line should they so choose. So it is always deemed to be the employee's fault. What is missing here is the possibility that problems might lay elsewhere (such as in processes, coordination, resources, etc.) or result from multiple causes.

Above the line behavior is described as steps to accountability, which include "see it", "own it", "solve it", and "do it". While this is rather basic, it could be valuable training for some, to focus on basic execution rather than being paralyzed by inaction.

More important though is the primary flaw in this theory, which is its failure to deal with the realities of power and control in organizational settings. While there is a brief mention of empowerment (p. 203) the authors imply that this is the fault of employees. "...employees allow themselves to feel like victims of managers, management behaves accordingly, and results get held hostage by indecision and inaction" (p. 204).

In reality, information, connections, and resources are also important keys to empowerment, but somehow employees are accountable for gaining access to these without upsetting existing organizational structures or fearing any potential punishment for coloring outside the lines.

Some readers may be confused about the authors' concept of "accountability" which is the core theme of the book. Managers typically hold employees accountable which is clearly an expression of power. Yet, it is unlikely that employees could be seen as holding their boss accountable, at least with any punitive force.

Consequently, the authors sidestep this issue by redefining the word "accountability" to be "a personal choice to rise above one's circumstances and demonstrate the ownership necessary for achieving desired results" (p. 47).

However, simply redefining the word for their own use and pretending that it will somehow allow individuals to acquire resources and become accountable seems highly dubious. It is more likely that those with powerful positions will retain its pejorative use. In other words accountability is still a one way street in the land of OZ.

At the same time, the authors have a plan to "hold" employees accountable (now reverting to the traditional meaning of the word) by using a three step process (p. 192) that offers praise to employees who achieve specific measurable goals. While the employees may be invited to share in the goal setting, the asymmetrical availability of power and the ability to mete out rewards and punishments still reside with only one party.

Another underlying premise of this book is that individuals (whatever their position) are in complete control of the outcomes of their work. This is a long-held traditional view of organizations based on reductionist logic which has been significantly challenged in the Complexity literature (see my other reviews). In reality, very few substantive problems are the result of single causality.

To the extent that long-term outcomes are reliant on some forces beyond individual control, it is not just unfair to implement the version of accountability described in this book, but also possibly counterproductive. A better approach might be to drop the accountability rhetoric altogether and focus more on encouraging personal mastery, adaptation, and cooperative knowledge sharing. In other words, it is doubtful if the Oz principle is particularly good for accountability, motivation, or outcomes.

The Book That Destroyed a Company
By Wavegenerator
Approximately two years ago the company I have worked at for more than a decade (a retail pharmacy chain beginning with a W) decided to buy this program from the author, and I'd like to report the consequences of adopting the policies outlined here. I'm a pharmacist who previously enjoyed my job, but the company has ground job satisfaction into dust with this book. Suddenly, in a cult-like move, we had a set of "cultural beliefs" and EVERY official email or communication had to quote at least one of them. The buzzwords are "accountability" and "engagement." This book might be useful for people in management, as a kind of chicken soup for the soul for the business-minded folk, but when the same ideas are applied to the employees, it only breeds resentment and hatred. Morale has never been lower, company-wide, yet there is an annual survey of employee happiness which managers are very careful to supervise, because their bonuses depend upon everyone rating everything highly; in other words, not a real survey at all, but one that the employees feel compelled to answer falsely for fear of retribution. If any employee dares to say that the cultural beliefs are fake, or that personal engagement is low, then immediately there are repercussions, the immediate managers are punished for not making the employees believe they are happy, and all hell breaks loose, with vague suggestions of firings and so on. This book tries to mesmerize the employees into believing that the company's goals are their own, which in many situations could indeed be the case, but certainly not at the one I work for. The book fails to acknowledge the power disparity between manager and employee. It urges one to "own it" and assume personal responsibility instead of blaming others, but this assumes that every corporate decision is automatically a good one, because it came from corporate, and if anything goes wrong with it, it is YOUR fault. It's easy to point out the fallacy. I mean, someone can ask me to lift a Mack truck over my head, but obviously that will never happen. Maybe if I could rent a crane... but as an employee, there is no such access to resources that might be available to management, and the book consistently refuses to acknowledge this fact. Whatever corporate decides is automatically right. For all its claims of personal responsibility, the book indirectly makes shifting the blame the ultimate goal. Responsibility for all that goes wrong is shifted from corporate decision makers onto the backs of those employees who have no power to make decisions. This is a very pernicious manual, suitable only for cults and megalomaniacs who would like to exert mind control over large numbers of people in an attempt to convince them that their happiness depends upon fulfilling corporate goals, as if people are completely one dimensional and have no existence outside of the workplace.

Good points, but awkward analogy
By Scott Yanoff
This was one of those required reading books from work. The book is densely packed -- the hardcover version I have is 222 pages of average-sized type and little margin space. Each section starts with a blurb from the original text of The Wizard of Oz. Halfway through, I was skipping these hokey introductions. I thought that the idea of an analogy was a good one, but it was oddly executed. I don't know what other well-known book I would have used (although in general, I don't know how popular the book is compared to the movie), but perhaps an analogy is not even needed given their See It - Own It - Solve It - Do It mantra is so prevalent in the book (and trademarked).

The advice in the book is good for the most part. It revolves around accountability and how you can either be "Above The Line" or "Below The Line" with it, along with the mantra listed above.

I especially found the following tips noteworthy:
- Accountability is more than a confession.
- As accountability deepens and people move Above The Line within the organization, a shift occurs from the "tell me what to do," to "here is what I am going to do, what do you think?" -- a truly profound and empowering approach to getting results.
- One company president characterized what joint accountability meant to him this way: "Everyone working together so that we don't drop the ball; but when it does get dropped, everyone dives for the ball to pick it up."
- Owning one's circumstances did not mean accepting the perceptions of one's associates as total truth, but rather acknowledging a connection between one's behavior and their perceptions.

However, what would have pushed this book to receive a higher rating from me would have been fewer examples. The book is probably 95% examples, and while these are an excellent way to convey a point, there were so many that they became diluted. I would have found it more enjoyable to have a few memorable ones that I could look back on or use with my own employees rather than the dozens that repeat the same point continuously.

An age-old prophecy of global devastation is about to be fulfilled.

Hunted since childhood because of his preternatural powers, Orano Tulay hides behind a surly attitude and antisocial demeanor. He joined the Omega Group to protect mankind, but the latest threat involves claims of witchcraft that sound outlandish even to a man like him.

Forces of magic are being used to manipulate forces of nature, exploiting humankind’s greatest weakness and unleashing chaos. Face-to-face with a three-hundred-year-old coven of witches led by a power-hungry high priestess, Orano must expose himself to risk like never before. As if that isn’t bad enough, he discovers one of the coven members is his first love—the girl he left behind more than a decade ago.

Orano must prevent the high priestess from succeeding in her quest for world domination, but first he’ll need to keep his own demons at bay.

My favorite in Omega Series
By Veronica Richards
I've been a fan of the Omega Series from the beginning, reading and reviewing each book. 'Chaos' is my favorite thus far.

The story centers on Omega team member, Orano Tulay. Nigerian-born with the unusual super power of creating energy balls to throw at enemies, he has been hunted his whole life by a fanatical religious group determined to kill him. Because of hardships like this, Orano is a somewhat surly, taciturn young man who keeps his distance from even his Omega teammates.

Orano is assigned to a case involving a coven of witches in Virginia. Much to his surprise, his childhood sweetheart, Gracey, belongs to the coven. Thus begins a wonderful, complex love story as these two work to save the world from the ambitious coven leader's evil plans.

In previous books in the Omega Series, I have been somewhat disappointed in the primary antagonists, i.e. 'villains'. They are frequently gods or demi-gods with, of course, god-like powers. For some reason, these 'villains' have come across as flat to me due to their lack of flaws. In 'Chaos', the 'villains' are human witches and flawed as only humans can be. This made the story far more engaging.

I highly recommend 'Chaos' to all who like a book that blends Action Adventure with the Occult.

Loved Orano and loved the elements of witchcraft
By DMJ's Girl
I've been a fan of this series almost since the beginning, and it's been really cool to see how Ms. Domanski's writing has grown better and better with each book. This is my favorite yet. You could tell the author really did her research and I found all the information on witchcraft and covens really fascinating. The author made all of that, the spells and the women of the coven, feel so real it gave me chills a few times. The pace was electric, right from the beginning when we meet Orano as a boy. He's a surly character, he doesn't have a lot to say, but his presence is huge. Maybe some people wouldn't get him, I'm not sure, but I really took a liking to him, and it was really funny to see him react to the other more upbeat characters around him. I have to say, I don't normally read a book straight through from start to finish, I just don't have the stamina for it. But I did with this one, I literally couldn't put it down.

Another stunning addition to the Omega Series
By stringsoup2013
I've been following this author since I first discovered her and I'm such a fan of this series. I was so happy to see that she published another addition- it certainly didn't disappoint.

Domanski's story telling abilities never fail to amaze me. I think Orano's backstory is so intriguing and so real, it seems almost impossible that the author made it up. And the main conflict of the story is so well researched and backed up with facts, that I find myself looking at headlines a little closer wondering what if?

I absolutely love it and I really can't wait for the next. More please.

-A greedy fan

In Detail

PostgreSQL is one of the most powerful and easy to use database management systems. It has strong support from the community and is being actively developed with a new release every year. PostgreSQL supports the most advanced features included in SQL standards. Also it provides NoSQL capabilities, and very rich data types and extensions. All that makes PostgreSQL a very attractive solution in various kinds of software systems.

The book starts with the introduction of relational databases with PostegreSQL. It then moves on to covering data definition language (DDL) with emphasis on PostgreSQL and common DDL commands supported by ANSI SQL. You will then learn the data manipulation language (DML), and advanced topics like locking and multi version concurrency control (MVCC). This will give you a very robust background to tune and troubleshoot your application. The book then covers the implementation of data models in the database such as creating tables, setting up integrity constraints, building indexes, defining views and other schema objects. Next, it will give you an overview about the NoSQL capabilities of PostgreSQL along with Hstore, XML, Json and arrays. Finally by the end of the book, you'll learn to use the JDBC driver and manipulate data objects in the Hibernate framework.

Andrey Volkov

Andrey Volkov pursued his education in information systems in the banking sector. He started his career as a financial analyst in a commercial bank. Here, Andrey worked with a database as a data source for his analysis and soon realized that querying the database directly is much more efficient for ad hoc analyses than using any visual report-generating software. He joined the data warehouse team, and after a while, he led the team by taking up the position of a data warehouse architect. Andrey worked mainly with Oracle databases to develop logical and physical models of finance and accounting data, created them in a database, implemented procedures to load and process data, and performed analytical tasks. He was also responsible for teaching users how to use data warehouse and BI tools, and SQL training was a part of his job as well. After many years of being greatly interested in the aspects of his job that were related to IT rather than accounting or banking, Andrey changed fields. Currently, he works as a database developer in a telecommunication company. Here, Andrey works mainly with PostgreSQL databases and is responsible for data modeling, implementing data structures in databases, developing stored procedures, integrating databases with other software components, and developing a data warehouse. Having worked with both Oracle and PostgreSQL―the former is a leading commercial and the latter is one of the most advanced open source RDBMSes―he is able to compare them and recognize and evaluate the key advantages of both. Andrey's extensive experience, therefore, made him able and willing to work on this book.

A very thorough book for beginners and advanced users, as well as programmers of PostgreSQL
By Zoltan
The book starts out with a nice and conveniently brief but concise summary of all the main terms and concepts of database theory, including NoSQL and (object)relational databases. One does well to read up on the former (NoSQL) concept on the web since there are more than 225 of them as of today (nosql-database.org), whereas the book will focus on the SQL concepts afterwards. I really liked the fact that the authors do not shy away from explaining even the most basic terms in significant detail; this way absolute beginners will also fully benefit from the book, whereas more experienced programmers and administrators can simply just skim through these parts for a quick refresher. As an example, the often problematic concept of "unknown" (NULL) values and their relationship with TRUE and FALSE values is very nicely handled, including the truth tables for OR, AND and NOT.
The basic concepts are also put into context via a well-detailed example application of a car web-portal, including detailed flow- and relationship charts (ER diagrams), which will help even the very beginners to understand the way of thinking required in database design. All code is available from the publisher, which saves the programmer a lot of typing time and typos.
The detailed description of PostgreSQL is very complete, with history, concepts and sample applications. I would add to their "Success stories" the very popular and well established image database application OMERO (http://www.openmicroscopy.org/site), which has been around for 10 years and is being used by hundreds of research labs and institutions around the world, as well as by scientific journals. I personally installed OMERO, and thus PostgreSQL, many times and always found installing PostgreSQL very straightforward. The book will also guide the readers through these steps, including server settings, adding users, administration, etc. The setting up of clients is described in great detail, rightly so since this is the key concept for main users of databases once the installation is done.
The book does a great job in explaining all the details of setting up the database, editing and acquiring its data, at the same time pointing out the most typical mistakes that users and administrators will encounter. Special emphasis is given to the various data types in relation not only to fitting the task at hand, but also to maintain and adjust the database to future demands. E.g., the great flexibility of the "text" type is given properly detailed description in Chapter 3. Using the same database example of the car web-portal throughout the book helps the reader to relate all new theoretical information easily to practicality.
The later chapters (from Chapter 4) deal with more advanced concepts. These are crucial for those developing more demanding database applications and thus are very useful for the more experienced developers as well. For example, VIEWS are especially nicely described, which demand-dependent web application developers will certainly appreciate. Similarly well treated are the details of the very important concept of indexing.
Those who want to go even further and extend the default functionality of PostgreSQL, may do so by writing their own FUNCTIONs in various languages. This is a difficult concept even for experienced developers, but the book does a great job by presenting these via simple yet realistic examples, including concrete code snippets in C and SQL (PL/pgSQL is described in Chapter 7). For me this came very handy with the OMERO database system, where I often needed to add server functionality for various research applications.
Naturally, the book also handles the more generic advanced concepts that are used to automate databases, most importantly TRIGGERs.
In Chapters 5 and 6 the readers will get a nice summary of the SQL language itself, and of advanced query writing. These concepts may already be familiar to many advanced readers, who may wish to give these chapters just a quick read.
In Chapter 7 the authors describe PostgreSQL's default server-side programming language, PL/pgSQL. The advantage of using PL/pgSQL instead of SQL becomes clear very quickly and then the reader is happily immersed in the details of this powerful yet simple language. This chapter is quite long, but worth the effort.
No such book would be complete without discussing the subject of data security, and Chapter 8 takes care of this in great detail. Especially nowadays, when hacking is exceptionally common, every database application developer needs to be very careful about security, and this chapter covers this task very well. Those readers who are completely new to the subject may also want to read a more detailed work on general web security, or rely on the experience of professional IT personnel when setting up their servers that will be open to the Internet.
When administering a database, we face a certain group of standard tasks, and the book teaches the reader this subject in a cookbook format in Chapter 9. I love this, because here one really appreciates a well described and concrete action plan, rather than lots of theory. Find the task, follow the steps in this chapter, done! For those who want to know more, "There is more..." as the extra paragraphs at the end of each recipe are called; these describe additional ways to achieve the goal, or give more details.
For more demanding applications, database optimization is especially important. This may not be a developer's favorite task, but the material in Chapter 10 will help us through it. Lots of ideas about common mistakes, streamlining queries, finding bottlenecks, these are all there. I found many new ideas here, even though I've been coding for databases for many years.
The chapter on unconventional data types (Chapter 11) really helps those who customize their database applications heavily. The OMERO example cited above comes to mind here, especially in relation to XML and JSON data handling.
A very important but often (somewhat) overlooked part of a developer's job is testing the application. This will be greatly helped by reading Chapter 12 for PostgreSQL coders. Once again a difficult subject, but handled well and smoothly here.
Accessing your PostgreSQL database from external applications will be made much easier by Chapter 13, which describes JDBC, a platform that allows communication with PostgreSQL from a Java application. The examples are well structured and cover the most common users' needs.
On the related subject of Object-relational mapping, Chapter 14 gives a nice review, including an introduction to the Hibernate framework. This a very advanced subject, but great to have for those on a more advanced level, or those who are aiming for this level.
Overall, a well written book with a very wide range of subjects within the realm of PostgreSQL database management and development. Easy to read, free source code for the samples (this is automatic if one buys the book from the publisher, which is what I do; otherwise easily received via e-mail per request), which saves a lot of typing, and great examples throughout.

Incoherent.
By C. Barker
I have no idea how this book got 5 stars. The book is a non-stop string of informational tidbits with no coherent direction. There seems to be no plan to progress the reader through learning PostgreSQL in any sort of structured way. You'd be better off downloading the PostgreSQL code and trying to understand PostgreSQL that way.

great book if you want to start learning development with PostgreSQL
By O. COSTA
After a quick read and practicing some sample code, I can say this is a great learning guide for database programming with PostgreSQL.

Some valuable information well explained as :relational database compared with others (graph, NoSQL, ...), relational algebra, installation, using client tools, objects in PostgreSQL as SQL components (tables, views, ...) and Object in PostgreSQL as an ORDBMS, DDL, DML and DCL, advanced queries, Common Table Expressions, window functions, UDF in C, encryption (one-way and two-way), unit testing, queries rewriting, optimization in many aspects, user datatypes, benchmark ... java with JDBC api (install, connect, static statement, prepared statements, cursors, calling stored functions) and finally ORM and Hibernate.

Authors present an overview of PostgreSQL for developers. Each topic is clearly explained and accompanied by functional and realistic examples, some based on a case study (The car web portal database). This example follows the reader through chapters.

Reading this book is pleasant. I enjoyed an easy and very smooth reading for non-English-speaking people. Examples are numerous and facilitate understanding of concepts.

It would have been nice to explain inheritance not only for partitioning but also with an example of a specialized child table from a generic table ... as in OOP.

Finally, a great book if you are student or professional developer who want to start learning PostgreSQL.
